Hearing loss is rated using a two-axis lookup table in 38 CFR 4.85. The two inputs are puretone threshold average (the average of decibel loss at 1000/2000/3000/4000 Hz in each ear) and Maryland CNC speech discrimination score (the percentage of standardized monosyllabic words the veteran can repeat back). Each ear's combined number maps to a 'Roman numeral' that then plugs into Table VII to find the bilateral combined rating.
