California VA Disability Claims Guide
TL;DR. California has the largest veteran population in the U.S. (~1.6 million). Federal disability claims for all California residents are processed by the Los Angeles VARO. The state offers significant supplemental benefits: a property tax exemption up to $263K for 100% disabled vets, a CalVet Home Loan program open to all California veterans, and the California College Fee Waiver covering mandatory tuition at every public college and university for veterans with service-connected disabilities and their dependents (when veteran is 100%). State benefits do NOT reduce or affect federal VA compensation.
The California veteran population
California is home to roughly 1.6 million veterans — the largest state veteran population in the United States. The state's veteran community is geographically distributed: significant concentrations in San Diego County (large active-duty + retiree population from Naval Base San Diego and Camp Pendleton), the Inland Empire, the Sacramento area (Beale AFB and McClellan retirees), and the Bay Area (Travis AFB, former Mare Island). Roughly 700,000 California veterans are receiving VA disability compensation as of 2025.
California veterans are eligible for federal VA benefits identically to veterans in any other state — there is no state-by-state variation in federal compensation. State benefits SUPPLEMENT federal VA compensation; they do not affect it and the federal VA does not consider state benefits when calculating federal compensation.

The Los Angeles VARO handles initial disability claims, supplemental claims, Higher-Level Review requests, dependency claims, and burial benefits for every California veteran. Northern California veterans are served from the same VARO; there is no separate Northern California regional office for disability claims.
VAROs do not directly conduct C&P exams. Exams are scheduled with contracted vendors — QTC Medical Services, Logistics Health Incorporated (LHI), or Veterans Evaluation Services (VES) — at facilities convenient to the veteran. Many California veterans receive tele-C&P exams via secure video, which can shorten the claim cycle.
Filing a VA disability claim in California
The standard filing process for California veterans is identical to the national process — see our how-to-file guide. The fastest paths:
- Online via VA.gov. Requires a Login.gov or ID.me account. The web form (VA Form 21-526EZ) supports evidence uploads and saves progress between sessions.
- Through a California VSO. California has the largest network of accredited VSO representatives in the country. The California Department of Veterans Affairs (CalVet) provides free representation through its CVSO (County Veterans Service Officer) program — every California county has one or more CVSOs. Find your county CVSO at cdva.ca.gov.
- National VSO chapters. DAV, American Legion, VFW, AMVETS, MOPH, PVA, Wounded Warrior Project all have strong California presence.
Disability claim processing times in California track the national average. Typical timelines:
- Fully Developed Claim (FDC): 100–150 days to decision.
- Standard claim: 125–175 days.
- Supplemental Claim with new evidence: 125–175 days.
- Higher-Level Review (HLR): 100–150 days.
- Board of Veterans' Appeals: 1–3 years depending on lane.
California state benefits that supplement federal VA compensation
Disabled Veterans' Property Tax Exemption
California's Disabled Veterans' Property Tax Exemption (Revenue and Taxation Code §205.5) provides two levels:
- Basic Exemption: ~$175,298 of assessed value exempt from property tax for the 2024–25 tax year. Available to California veterans rated 100% service-connected disabled OR receiving 100% compensation due to TDIU. Adjusted annually for inflation.
- Low-Income Exemption: ~$262,950 of assessed value exempt. Same eligibility as Basic, with the additional requirement that household income falls below the published threshold (around $76,000 in 2024).
Filed annually with your county assessor on California Form BOE-261-G. The exemption applies to the principal place of residence. Surviving spouses of qualifying veterans retain the exemption indefinitely, subject to remarriage and residence requirements.
CalVet Home Loans
The CalVet Home Loan program is California's state-run VA-style home loan program, open to California veterans regardless of disability status. Features:
- Loans up to ~$766,000 (in 2026 high-cost-area limits);
- No private mortgage insurance (PMI);
- Low down payment;
- Fixed-rate competitive financing;
- Eligibility independent of federal VA loan eligibility — you can use BOTH if qualified.
Apply directly through CalVet at calvet.ca.gov. CalVet loans CAN be combined with federal VA loan eligibility for additional funding power.
California College Fee Waiver
The California College Fee Waiver (Education Code §66025.3) waives mandatory tuition and fees at every California Community College, every California State University (CSU) campus, and every University of California (UC) campus for:
- Plan A: Children of veterans rated 0%+ service-connected disabled, with household income below the published threshold.
- Plan B: Children of veterans rated 0%+ service-connected disabled, regardless of household income (no income limit) — but the child must be under 27 (or under 30 if the veteran died from a service-connected condition).
- Plan C: Dependents (spouse + children) of veterans rated 100% service-connected disabled or receiving 100% TDIU compensation.
- Plan D: Veterans themselves who are at least 30 years old, rated service-connected disabled, and meet certain residency requirements. NOTE: this plan was eliminated for new applicants in 2022 but veterans grandfathered in retain it.
The waiver covers mandatory tuition and fees ONLY — books, housing, transportation, and personal expenses are not waived. Application is through the county CVSO or directly through the school's veterans' resource center.
State Veterans Homes
California operates eight State Veterans Homes — long-term care facilities for elderly or disabled veterans. Locations include Yountville (Northern California), Chula Vista (San Diego County), Lancaster, Barstow, Ventura, Fresno, Redding, and West Los Angeles. The homes offer skilled nursing, assisted living, memory care, and (at some locations) domiciliary services. Cost is based on income and VA disability rating, with substantial subsidies for service-connected veterans.
Hiring preferences
California state and local government hiring includes veterans' preference points on civil service exams. Disabled veterans receive an additional preference boost. Many California cities (Los Angeles, San Francisco, San Diego) have their own veterans' preference systems for municipal hiring.
Accredited representation in California
California has the largest accredited representation network in the country:
- County Veterans Service Officers (CVSOs): Every California county has one or more CVSOs employed by the county government, accredited by the VA. Free service. Find yours at the CalVet CVSO directory.
- VSO national organizations: DAV, American Legion, VFW, AMVETS, MOPH, PVA, Wounded Warrior Project, Vietnam Veterans of America — all maintain accredited representatives across California.
- Accredited claims agents: Listed in the official VA OGC accreditation directory. Filter by California to find agents authorized to charge fees for appeal work (38 CFR 14.636).
- Accredited attorneys: Same directory. California has a particularly large pool of VA-accredited attorneys, many specializing in appeals.
Reminder: Initial disability claims are best filed with free VSO help. Attorneys and claims agents can only charge fees for appeals AFTER an initial decision (38 CFR 14.636). Avoid anyone charging a fee for initial filing.
