TL;DR. Florida has the third-largest veteran population in the U.S. (~1.4M, heavy retiree concentration along both coasts and in central Florida). Federal disability claims for all Florida residents are processed by the St. Petersburg VARO. Florida is one of the most veteran-friendly states for supplemental benefits: a FULL property tax homestead exemption (no value cap) for 100% disabled veterans, free in-state tuition at every public college and university, and toll-road exemptions. The Florida Department of Veterans' Affairs (FDVA) operates a state-funded VSO network. No state income tax means federal VA compensation is effectively untaxed.

The Florida veteran population

Florida is home to approximately 1.4 million veterans — third-largest in the U.S. behind California and Texas. The population is concentrated along both coasts (Jacksonville/Pensacola Navy + Air Force communities, Tampa Bay area MacDill AFB retirees, Miami/Fort Lauderdale, the Treasure Coast), in central Florida (Orlando-area retirees), and in the Panhandle (Eglin AFB, Hurlburt Field, NAS Pensacola).

Florida has no state income tax. Federal VA disability compensation is already federally tax-exempt under 38 USC 5301(a), and Florida adds no state-level tax, making Florida one of the most tax-efficient states for disabled veterans drawing federal compensation.

St. Petersburg is one of the largest VAROs in the country by claim volume given Florida's veteran population. It handles initial disability claims, supplemental claims, Higher-Level Review requests, dependency claims, and burial benefits for every Florida veteran.

C&P exams are conducted by contracted vendors (QTC, LHI, VES) at facilities convenient to the veteran. Florida's geography means many veterans receive exams at VHA-affiliated clinics or community-based outpatient clinics (CBOCs) rather than the main VARO.

Filing a VA disability claim in Florida

  1. Online via VA.gov. Form 21-526EZ with evidence uploads.
  2. Through a Florida VSO. The Florida Department of Veterans' Affairs (FDVA) employs accredited Claims Examiners at no cost to the veteran. County Veterans Service Offices exist in every Florida county. Find yours at floridavets.org.
  3. National VSO chapters. DAV, American Legion, VFW, AMVETS — all have strong Florida presence.

Florida state benefits that supplement federal VA compensation

Property tax homestead exemption (no value cap)

Florida's homestead exemption for 100% disabled veterans (Florida Statute 196.081) is one of the most generous in the country: FULL exemption on the homestead — no assessed-value cap. A veteran rated 100% service-connected disabled (or receiving 100% TDIU) owes zero property tax on the principal residence. Filed annually with the county property appraiser.

Partially disabled veterans (10%+ service-connected) receive a $5,000 assessed-value exemption under Statute 196.24 — modest but applicable to any service-connected rating.

Surviving spouses retain the full exemption under certain conditions (unmarried, residing in the homestead).

Free in-state tuition

The Congressman C.W. Bill Young Tuition Waiver Program waives undergraduate tuition and fees at every Florida public college (Florida College System) and university (State University System) for honorably discharged Florida veterans claiming Florida residency. Application is through the school's veterans' services office.

Dependents of veterans rated 100% disabled or KIA qualify under the Scholarships for Children and Spouses of Deceased or Disabled Service Members program, administered by the FDVA.

Toll-road exemption

Veterans rated 100% service-connected disabled can apply for a SunPass account at no cost and travel toll-free on Florida's toll roads (Florida Statute 338.155). Application through the Florida Department of Transportation; requires VA rating decision letter showing 100%.

Hunting and fishing licenses

Florida-resident veterans rated 100% disabled receive free lifetime hunting and freshwater fishing licenses (Florida Statute 379.353). Veterans rated less than 100% but with disability documentation receive discounted licenses.

State Veterans Homes

Florida operates seven State Veterans Homes (six skilled nursing facilities and one assisted living facility) under FDVA management: Daytona Beach, Lake City, Land O'Lakes, Pembroke Pines, Port Charlotte, Springfield (Panhandle), and St. Augustine. Cost is income-based with significant subsidies for service-connected veterans.

Vehicle license plate fees

Veterans rated 100% disabled receive a free disabled-veteran license plate, exempt from registration fees (Florida Statute 320.084). Many other military-themed plates available at reduced cost.

Hiring preferences

Florida state and local government hiring includes veterans' preference points (Florida Statute 295.07). Disabled veterans receive an additional preference boost. Many Florida municipalities have additional preference systems.
