New York VA Disability Claims Guide

By · Last updated 2026-05-22 · VAROs: Buffalo (upstate) + NYC (metro/LI) · NY State Department of Veterans' Services

TL;DR. New York has ~700,000 veterans, with two VAROs splitting jurisdiction: Buffalo (upstate/western) and New York City (NYC/Long Island/Hudson Valley). New York's veteran property tax structure is uniquely local-option — the Alternative Veterans' Real Property Tax Exemption (RPTL §458-a) provides graduated relief but only in counties/towns/school districts that have adopted it. Most NY localities have. The NY Veterans Tuition Award covers public-college tuition for qualifying combat-zone veterans. VA disability + military retirement are both exempt from NY state income tax. NY-resident veterans rated 40%+ disabled receive free lifetime hunting and fishing licenses.

Concentration along the Niagara/Buffalo region, Rochester/Syracuse upstate corridor, the Hudson Valley (West Point + Stewart Air National Guard Base), NYC metro (Fort Hamilton, Brooklyn Navy Yard legacy, Coast Guard), and Long Island (former Mitchel AFB legacy).

New York state benefits

Alternative Veterans' Real Property Tax Exemption (local-option)

Under NY Real Property Tax Law §458-a, the Alternative Veterans' Exemption provides graduated relief: 15% reduction in assessed value for wartime veterans, an additional 10% if combat-zone, and additional reductions based on disability rating (up to 50% for veterans rated 100% or with specific severe disabilities — check current statutory cap).

Adoption is local-option — the exemption applies only in counties, cities, towns, villages, and school districts that have affirmatively adopted it. Most New York localities have done so. Check with your local assessor.

State income tax exemption

VA disability compensation and military retirement pay are both fully exempt from New York state income tax.

Veterans Tuition Award

The NY Veterans Tuition Award (VTA) covers tuition at New York public colleges and universities for veterans who served in specified combat zones or qualifying periods. Administered by the NY State Higher Education Services Corporation (HESC).

Free hunting and fishing licenses
