SMC tier identification is a heuristic. Final SMC determination is made by the VA Rating Specialist after reviewing service treatment records, C&P exam findings, and Aid & Attendance / Housebound Examination forms (VA Form 21-2680). 2026 add-on rates verified against VA.gov Special Monthly Compensation tables (effective Dec 1, 2025). SMC-K stacks on top of all other SMC tiers and on top of regular compensation. See 38 CFR 3.350 for the full rules.
